Over night they have become the richest people in the country. The country saw a 17% increase of millionaires last year in Russia. Today they have much more disposable income than the westerners. Among the many people who have risen from rags to riches and become Nouveau Riche, they try to do much for the poor people. They try to provide them with an opportunity to rise in life and become rich.
